Subject and goals. The article presents research materials on approaches to assessing the competitiveness of the teaching staff of regional universities and building effective models to improve it. The problem of insufficient competitiveness of research and teaching staff of regional universities is raised on the example of the first wave of reference universities and universities participating in world-class research and educational centers.
Methods. To identify solutions to the problem, a comparative analysis of corporate and over University models, enhance the competitiveness of teachers, benchmarking analyses in the slice key indicators of research and innovation activities.
Results and conclusions. It is established that the mechanisms for implementing FSES3++ and national projects require updating
models for improving the competitiveness of scientific and pedagogical workers, including due to insufficient efficiency of using the potential of innovative technologies in professional activities. At the present stage of development of regional universities, models for improving the competitiveness of research and teaching staff that are formed in processes at the supra-University level are becoming increasingly important. The latter are related to the development of mechanisms for independent assessment of the quality of education and mechanisms for developing the scientific and innovative potential of teachers, including in the course of implementing national projects.
